THE FRIDAY NOTE Emerging markets and offshore wind in November

December 4 – November brought news of hundreds of megawatts of wind and solar projects planned, contracted, financed or completed in emerging markets such as Morocco, Iran and Vietnam.

On the offshore wind front, Dong Energy announced plans for huge projects in the US and the Isle of Man, while EDP Renovaveis made progress on a floating wind project in Portugal.

EMERGING MARKETS

Morocco has officially announced plans to continue its renewable energy development policy beyond the 2020 horizon. It sees about 1,000 MW of wind and 1,100 MW of solar coming online between 2021 and 2025, the Minister of Energy, Abdelkader Amara has said.

Egypt’s renewable energy ministry last month inaugurated a 200-MW wind farm in Gabal el Zeit, Red Sea governorate. Worth about EUR 270 million (USD 293.5m), the project has been financed by the German government, the European Commission and the European Investment Bank (EIB).

Brazil awarded 20-year power supply contracts to 1,477.5 MW of wind and solar projects in the middle of the month as part of an auction. The top solar sellers were Solairedirect of France and SunEdison Inc.

At the very end of November, the European Bank for Reconstruction and Development (EBRD) and Banque Marocaine du Commerce Exterieur (BMCE) said they will provide a financing package of EUR 126 million for the Khalladi wind farm in the vicinity of Tangiers, Morocco. The loan is estimated to cover about 77% of the project costs.

South Korea’s Hanwha Group recently proposed to install between 100 MW and 200 MW of photovoltaic (PV) capacity in Vietnam’s province of Thua Thien-Hue. The project is estimated to require a total investment of approximately USD 200 million.

Unnamed German investors have agreed to install several solar parks in Iran’s province of Kerman and are also considering building a 1-GW photovoltaic (PV) complex there, the Islamic Republic News Agency (IRNA) said this week. Three 10-MW parks will be located in the suburban cities of Mahan and Rine.

On not-so-bright note, TerraForm Global lost the right to acquire 2.7 GW of renewables in Brazil after its parent cancelled not one but two deals concerning shares and assets of Renova Energia SA (BVMF:RNEW11). SunEdison has terminated an agreement to buy certain development-stage projects from Renova between 2016 and 2020 and has also abandoned a plan to take a stake in the Brazilian company.

OFFSHORE WIND

Danish utility Dong Energy A/S revealed plans, early in November, to develop an up to 1,000-MW offshore wind project in US waters for which it already received a lease earlier in 2015. The Bay State Wind facility could be installed off the coast of Martha’s Vineyard in the state of Massachusetts and have up to 100 turbines.

At the end of the month, the same company said it had entered into an agreement for lease with the government of the Isle of Man. This allows Dong to explore the possibility of developing an up to 700-MW wind farm off the north east coast of the island.

Meanwhile in Portugal, EDP Renovaveis (ELI:EDPR) reached an agreement with four partners to develop a 25-MW offshore floating wind project in Portugal, the investments in which are estimated at about USD 130 million. The WindFloat Atlantic (WFA) park is scheduled to start operations in 2018.
