THE FRIDAY NOTE France calls offshore renewables tenders and more top news

August 7 – This week France launched tenders for tidal, wave and floating offshore wind projects, the UK okayed the 2.4-GW Teesside A & B offshore wind farms, and US President Obama presented the country’s new Clean Power Plan.

Other not news include the significantly oversubscribed solar tender in Germany, TerraForm Global’s green bond, and wind turbine maker Suzlon’s return to profit.

TENDERS IN FRANCE & GERMANY

France’s Environment and Energy Management Agency (ADEME) announced on Monday the start of a tender offer for pilot tidal and wave power projects. The deadline for submission will be March 20, 2017 with two intermediary closures in January and September.

Soon after the marine renewables tender, ADEME also opened another one for pilot offshore wind projects with floating turbines. It will close on April 4, 2016.

Meanwhile in Germany, the country’s second 150-MW solar power tender was over three times oversubscribed, the Federal Network Agency (Bundesnetzagetur) said Thursday. The admissibility of the 136 bids is now being evaluated. Germany installed just 610 MWp of solar photovoltaic (PV) power capacity in the first half of 2015, according to Bundesnetzagetur data.

TENDERS & PROJECTS IN INDIA

Canada’s SkyPower Global has made the lowest bid at INR 5.17 per kWh (USD 0.081/EUR 0.074) as part of the 2-GW solar tender in the Indian state of Telangana, which attracted bids for 4,988 MW of solar power capacity, according to sources.

One of the many bidders in Telangana is Indian wind turbine maker Suzlon Energy Ltd (BOM:532667), which is now expanding into the solar segment too. Last Friday, the company reported a net profit of around USD 164 million (EUR 150m) for its fiscal first quarter, thanks to the sale of German sector player Senvion.

Canada-based Atlantic Wind & Solar Inc (OTCMKTS:AWSL) said Thursday it is structuring agreements for 210 MW of solar projects in India, too. It is also pursuing 230 MW of solar and 90 MW of wind in Thailand.

SOLAR IN LATIN AMERICA

A record 981 MW of solar PV projects in Latin America entered the construction phase in the second quarter of 2015, GTM Research says. Most of these schemes are in Chile. The region’s utility-scale solar capacity grew by 363 MW in the second quarter. Honduras alone added 307 MW.

TerraForm Global Inc, SunEdison’s emerging markets yieldco, is selling USD 810 million of green bonds to finance or refinance solar, wind and hydropower projects. Some of the funds could be invested in Central America and India.

UK OFFSHORE WIND

On Wednesday the Forewind consortium was given planning consent for the 2.4-GW Teesside A & B wind projects in UK waters. With that, the tie-up reached 4.8 GW of approved capacity. It said today it has cancelled its development consent application for the 2.4-GW Teesside C & D offshore wind projects, in order to focus on the already-consented Dogger Bank schemes.

Today it was also announced that ScottishPower Renewables and Vattenfall AB have decided to each develop separate projects in the 7.2-GW East Anglia wind zone. There, the 714-MW East Anglia One offshore wind farm already has a planning consent and a Contract for Difference (CfD).

US’ CLEAN POWER PLAN

The US will be producing 30% more renewable energy in 2030 under the country’s Clean Power Plan, presented by President Obama on Monday. This new federal regulation sets carbon dioxide (CO2) emission limits for existing power plants in the separate states. The main goal is to cut CO2 emissions by 32% from 2005 levels by 2030.
