Ontario backs out of 1-GW green energy round

September 27 – Ontario is suspending immediately a tender for over 1 GW of clean energy capacity, energy minister Glenn Thibeault said today adding that the Canadian province will work on a new Long-Term Energy Plan.
The province is freezing the second round of the Large Renewable Procurement (LRP II) process, which targeted 930 MW, including up to 600 MW of wind and up to 250 MW of solar photovoltaics (PV), and the Energy-from-Waste Standard Offer Program. Thus Ontario is estimated to save as much as CAD 3.8 billion (USD 2.9bn/EUR 2.6bn) in electricity system costs relative to the 2013 Long-Term Energy Plan (LTEP) forecast.
In the official statement, Thibeault points out that the move will not result in the addition of greenhouse gas emissions to the electricity grid.
At the start of the month the minister has received from the Independent Electricity System Operator (IESO) a report analysing various scenarios for the province’s energy system, and advising that Ontario “will benefit from a robust supply of electricity over the coming decade to meet projected demand”. Talks will begin this autumn with consumers, businesses, Indigenous partners and other stakeholders regarding the development of a new Long-Term Energy Plan, to be released in 2017. The strategic themes in that plan will include greenhouse gas reductions, innovation, grid modernisation, conservation and energy efficiency, renewables, distributed energy and a continued focus on affordability for homes and businesses.
Announcing that, Thibeault stressed that Ontario remains committed to “an affordable, clean and reliable electricity system, including renewables”. The province already has roughly 18 GW of wind, solar, bioenergy and hydro capacity contracted or operational. Power supply is over 90% emissions-free.
